Introduced in 1996, Heatwave 15% OC (Oleoresin Capsaicin) was accessible to Law Enforcement, First Responders & Security Personnel.
In 1999 HEATWAVE BRAND Pepper Spray introduced a 10% oc Recipe. I can tell you from personally experiencing the 10% Fogger was intense enough.

Finally a true Pepper Spray that DISABLED THE ATTACKER IMMEDIATELY for CIVILIAN USE!
Upgraded to 18% OC shorthly after, 5% Black Pepper OC was added to the Recipe.
The Black Pepper portion was added to ensure the mixture STICKS to the ATTACKER LONGER (up to 72 Hrs)
